II. The Republicans Make Some Changes

    A. When the Alien and Sedition acts ran out in 1801, Congress refused to renew them.

    B. Jefferson appointed Republican judges, pardoned prisoners, and persuaded Congress to return the time needed for foreigners to become citizens to its old length of five years.

    C. Jefferson cut the national budget and eliminated all taxes on U.S.-made goods.

III. The Nation Matures Under Jefferson

    A. Jefferson oversaw the purchase of the Louisiana Territory from France, which doubled the size of the United States.

    B. John Marshall, the chief justice of the Supreme Court, defined the process of judicial review, and established the Supreme Court as an independent and equal part of the government.
