II. The Articles Define Government

    A. Under the Articles, the national government consisted of Congress and the agencies created by it.

    B. There was no executive branch to enforce the will of Congress.

    C. Because there was no national court system, disputes between states had to be settled by negotiation or in state courts.

III. Morris Funds the National Treasury
    A. Under the Articles, Congress could not tax citizens directly. Instead, each state paid a share of the funds needed by the national government.

    B. Because the states did not always pay or pay what they should, the national treasury was often bare.

    C. Many different state currencies and almost worthless money printed by Congress led to many problems in the new nation.
