The Big Idea
Framework Concept: Change and Rights Change in a democracy takes a long time because it is always against some people's power and self-interest.

Read the introduction on page 514 aloud. Then discuss with students why they think change takes so much time in a democracy.

Discuss ways that people can make change happen. Have students use examples of changes they have seen in their community. Talk about who opposed these changes and have students tell why. Help them conclude loss of power and self-interest keeps people from making changes.

Check for Understanding

Have students write an essay for or against suffrage that might have appeared in a Rochester newspaper.
Have students illustrate a placard entitled "Suffrage Now!" that supporters of suffrage could have carried in their cause.
