    A. In 1860 there is now public transportation, called horse-drawn omnibuses.

    B. Immigrants have flooded the city to work in newly built factories.

III. New Cities, New Services
    A. Cities build new sewer systems.

    B. Fresh drinking water is scarce, but gradually fresh-water systems are developed in such cities as Philadelphia and New York.

    C. The first police forces and fire departments are created.

    D. Cities begin to help the poor.
