    A. The delegates wrote everything they decided into a document called the constitution. The constitution described how the government would work and the rights of citizens.

    B. Congress made California the thirty-first state.

    C. Since California voted not to allow slavery, Biddy Mason became a free woman. She helped the poor and gave away land.
